The City’s capital projects are identified in the twenty-year capital plan.

Currently in the warranty and maintenance period, we are working through minor deficiencies on Pym, Forsyth, Bagshaw, Hirst, and Memorial projects. Our most current capital projects are listed here:

Sanitary Master Plan

  • Completing an updated computerized model of our sanitary sewage collection system, which includes consideration of the effects of climate change. This plan will also provide a further level of service and risk analysis to our system helping to inform our next development cost charge bylaw review, asset management plans, and ultimately long-range capital plan.
  • We are now reviewing consultant proposals and expect to award the contract in late 2022.

Pavement Condition Assessment

  • Comprehensive analysis of Parksville roadway systems measuring ride, rut, and crack parameters (pavement distresses) to create segment pavement condition indexes. This index is used to create a deterioration rate based on a range of selected interim maintenance treatments options such as crack sealing, slurry seals, chip seals, mill and pave, pavement overlays, etc. The deterioration rates are based upon existing structures, conditions, and rates of traffic loading.
  • The outcome will support a pavement management plan that is geo referenced to our GIS system and will reflect realistic maintenance options and financial recommendations.

Moss Avenue

  • Moss Avenue utility and roadway capital renewal project is targeted for tendering in late 2022 with construction in 2023. The start date is subject to tender responses and timing of Council award.

Rathtrevor Trail Development

  • The City continues to work with the Regional District of Nanaimo and the Ministry of Transportation and Infrastructure to address the need for better pedestrian and cyclist connectivity from Rathtrevor Beach Provincial Park and the Resort Drive area to downtown Parksville and the Parksville Community Park.

    In July 2021, the Regional District of Nanaimo began construction on the Bay Avenue sewer pump station located adjacent to 385 Bay Avenue in Parksville. This pump station conveys about 85% of the City’s wastewater to the French Creek Pollution Control Centre. The pump station was originally constructed in 1978 and upgraded in 1997 and 2003. It must be upgraded again to increase pumping capacity and meet the current standards for flood construction levels to protect critical electrical and control system components at the pump station and mitigate a potential environmental release.
