Stepping Stones - Child Care Planning Guides for BC’s Local Governments

Published in February 2021, this publication outlines local government’s role in childcare in BC. The guide indicates local governments can act as either the owner-operator, owner-landlord, or the grantor. Because the City of Parksville is not an experienced childcare facility operator, the City chose to partner with BGC Central Vancouver Island (BGCCVI) to operate the Parksville Community Centre and deliver services and programs.

The City will provide the City-owned Parksville Community Centre rent free, for a minimum fifteen-year period for the purpose of children, youth and family services including licensed childcare spaces. The City will contribute to the stability, affordability and quality of childcare spaces by upholding quality standards for the facility’s design and construction and the provision of a lease and operating agreement with BGCCVI to operate the Parksville Community Centre.
