The Moss Avenue renewal project, from Craig Street to Alberni Highway (Highway 4A), is now substantially complete and will be in the warranty period for the first year. Knappett Industries (2006) Ltd as the prime contractor, and Koers & Associates Engineering Ltd providing design and construction administration services, kept the project on budget and on schedule.

Work Completed
The project provided new road structure, curbs, drainage, street lighting, and replacement of water and sanitary utility infrastructure. Each property had their sanitary, water, and storm services replaced from the main to the property line and was provided asphalt aprons at their driveway access to reduce wear on the roll over curb. 3000K LED streetlights were chosen for use in all projects by Council in 2021 for their softer warmer colour tone over the 4000K alternative.

28 street trees were planted in locations chosen to support the health of the trees while protecting underground infrastructure. The boulevard was finished with areas of lawn and crushed gravel. A portion of sidewalk was included to connect the Stanford Avenue West sidewalk to the Alberni Highway sidewalk.

Remaining Work
As there are now City-owned streetlights on the south side, the BC Hydro lease lights on the north side will soon be removed. Some remaining minor deficiencies include ditch repairs and some landscape adjustments.

In the first year after construction, the City is responsible for the health of the new street trees. This includes the use of watering bags during the dry season of 2024. Residents are expected to maintain the boulevards in front of their properties and are encouraged to use the paved surface for on-street parking. The narrowing of the roadway with street parking provides passive traffic calming, discouraging speeding and large-vehicle traffic.

Background
Moss Avenue was built through subdivision in 1975. The City did not have a defined set of construction standards in 1975 and the road was built with a mix of urban and rural design features. The road was originally built without a formalized drainage system and over time the existing roadside ditches (which accommodated road surface drainage) were filled in by adjacent property owners. With minimal drainage infrastructure and inadequate road structure standards, the asphalt pavement deteriorated, and the water and sanitary utilities reached the end of their useful life.
