Let's Talk Financial Plan 2026-2030

Each year, the City prepares a five-year financial plan to meet the needs of our community. Development of the plan is a complex process which includes input from City departments, background briefings for Council and public consultation. This page is where you can learn about the financial planning process and provide your comments and ideas. Public participation ensures our financial plan reflects the community’s current wants and needs and assists Council to determine the needs of a growing community while delivering on key priorities and projects.

Council will hold Committee of the Whole and Council meetings to discuss amendments to the 2026 - 2030 Financial Plan in the Forum at the Parksville Civic and Technology Centre, 100 Jensen Avenue East as follows:

Regular Council - Wednesday, April 8 - 1 pm
Introduction of proposed amendments to the 2026-2030 financial plan and assessment roll updates

Special Committee of the Whole - Monday, April 13 - 1 pm
Continuation of amended financial plan discussions, including property taxes and utility rates

Regular Council - Monday, April 20 - 1 pm
Motions forwarded from Committee of the Whole; direction for preparation of bylaws

Special Council (if required) - Monday, April 27 - 1 pm
Additional meeting only if required

Regular Council - Monday, May 4 - 1 pm
Three readings of amended 2026 - 2030 financial plan, tax rates, parcel tax and utility rate bylaws

Special Council - Wednesday, May 6 OR Monday, May 11 - 1 pm
Adoption of amended 2026 - 2030 financial plan, tax rates, parcel tax and utility rate bylaws

  • Re the proposed addition of extended health services to council members: before I answer the survey, I would like to know what kind of remuneration are council currently paid?

    Hello Colleen. The annual remuneration for Mayor and Councillors follows the regular wage increases set out in the collective agreement between the City of Parksville and CUPE Local 401 (expired December 31, 2025). The 2025 rate for Mayor is $62,522 and for Councillors is $35,726. Link to the Council Remuneration Bylaw No. 1472 is here https://parksville.civicweb.net/filepro/documents/1019
