Frequently Asked Questions for Voters

How do I know if I'm eligible to vote in the City of Parksville?
First determine if you reside or own property within the City of Parksville municipal boundaries. Then check the City's street name listing information taking note of those streets which also continue outside the municipal boundaries (such as Butler Avenue, Church Road, Wright Road).

  • If you reside or own property on any of the streets within the City of Parksville boundaries, then you may be a Resident Elector.
  • If you reside or own property not on the City of Parksville street name listing but have a "Parksville" address, you reside in an electoral area of the Regional District of Nanaimo. 
  • If you own property in the City of Parksville, but live somewhere else in British Columbia, you may be eligible to vote as a non-resident property elector.

RESIDENT ELECTOR
You are eligible to vote in the City of Parksville as a resident elector if you:

  • Are a Canadian citizen; AND
  • Are 18 years of age or older on or before general voting day; AND
  • Have lived in British Columbia for at least six months prior to registration; AND
  • Be a resident of the municipality on the day of registration; AND
  • Are not disqualified from voting by the Local Government Act or any other act.

If you meet all the above requirements you can vote, and it does not matter whether you rent or own your home.

NON-RESIDENT PROPERTY OWNER
If you own property in the City of Parksville, but live somewhere else in British Columbia, you may be eligible to vote as a non-resident property elector if you:

  • Are a Canadian citizen; AND
  • Are 18 years of age or older on or before general voting day; AND
  • Have lived in British Columbia for at least six months before you register to vote; AND
  • Have owned property in the City of Parksville for at least 30 days or more before you register to vote; AND
  • Must not be eligible to register as a resident elector in the City of Parksville; AND
  • Have not been disqualified by the Local Government Act or any other act from voting in an election or be otherwise disqualified by law.

Non-resident property electors can only vote once, regardless of the number of properties they own in the City of Parksville.

If more than one person owns the property, only one owner may register and that person must have the written consent of a majority of the other owners; and Section 66(1)(f) of the Local Government Act states that the only persons who are registered owners, either as joint tenants or tenants in common, are individuals who are not holding the property in trust for a corporation or another trust.

How do I register to vote?
If you are a resident elector and have met all the requirements, you may register on the day you vote at either an advance voting opportunity or on general voting day. When registering at any time, you will be required to provide two pieces of identification: 

DOCUMENTS WHICH MAY BE ACCEPTED ARE:

  • BC driver's licence
  • BC identification card issued by Motor Vehicle Branch
  • Owner's certificate of insurance and vehicle licence issued by ICBC
  • BC CareCard 
  • SIN card issued by Human Resources Development Canada
  • Canadian passport
  • Citizenship card issued by Citizenship and Immigration Canada
  • Real property tax notice issued by City of Parksville
  • Credit card or debit card issued by a savings institution
  • A utility bill for electricity, natural gas, water, telephone, or internet/cable services.

If you are a non-resident property elector and have met all the requirements, you may vote in the City of Parksville municipal election. You may register on the day you vote at either an advance voting opportunity or on general voting day.

When you arrive to vote, you will be required to provide two pieces of identification containing your name and address at least one with a signature (see above for ID samples). In addition to the identification, you will need satisfactory proof (copy of property tax notice, land title notice, etc) that you are entitled to register as a non-resident property elector for the property and have a signed "Non-Resident Elector Consent Form" if more than one person is registered as an owner on the property's land title. A "Non-Resident Elector Consent Form" is written consent from the majority of the registered owners appointing one of the registered owners as the non-resident property elector for the property.

I own a company or business located within the City; do I get a vote?
No - a corporation is not entitled to be registered as an elector or have a representative registered as an elector. There is no corporate vote in BC. 

Is there an opportunity to vote other than general voting day?
Yes - there are two advance voting opportunities in the City of Parksville. If you are unable to vote on general voting day, you may vote at an advanced voting opportunity.

Where do I go to vote on general voting day?
You may vote at either voting location from 8 am to 8 pm.  

When you vote at either an advance voting opportunity, or at one of the general voting day locations, you will be required to sign a written declaration that you have not voted previously at any other time or location during the election.
