    Message from Parksville Mayor Mayne

    As the COVID-19 pandemic continues to unfold in our country, the City’s focus is on preventing the spread of the virus, supporting our staff and maintaining essential services for our residents.

    On behalf of Council, please know we do understand the impact this crisis must be having on our residents and the community. On behalf of Council and staff, I wish to express our gratitude to frontline health workers; we wish them well and please stay safe. We also wish to express our gratitude to those working in retail, for your efforts to ensure we can access the goods and services so important in our day-to-day lives. Please take a moment to thank them and please show empathy for the situation they find themselves.

    City operations continue to be busy and Council meets regularly by teleconference to ensure we are able to provide important services to our residents. All levels of government are working to fight this virus and the City is committed to community well being and safety; here is what is currently in place to keep everyone safe:

    • The Parksville Civic and Technology Centre is closed and only critical services continue.
    • Park amenities are closed including playgrounds. Washrooms in our parks remain open with increased cleaning and disinfection.
    • Non-essential businesses are closed and for those open, please take precautions to keep yourself, staff and customers safe. We see the difference you are making.
    • Our bylaw officers and staff are in the community reminding people to keep a minimum of two metres distance between one another. The BC Government issued orders allowing municipal bylaw officers to support enforcement of public health orders for business closures and gatherings, in line with offences under the Public Health Act.     Council has confidence in our provincial government and Dr Bonnie Henry, Chief Medical Health Officer. We will get through this crisis by doing what is right to prevent the spread of COVID-19. The most important thing you can do is stay home as much as possible and only leave your property for essential trips to work and get food or medicines. Isolate yourself if sick or returning from another country, continue to wash your hands multiple times each day and regularly disinfect high touch surfaces. Respect physical distancing of at least two metres at all times, even outdoors.

    Look after one another, stay in touch virtually and please do not put anyone in jeopardy. Put those hearts in your windows to let your neighbours know you are thinking about them. By staying home as much as possible, you are staying safe and by physical distancing you are protecting others.

    Missing those heart-to-heart talks with friends? Missing social connection?

    The Parksville Community Park remains open for people to get fresh air and just be outside and we hope to be able to keep the park open to residents; however, you must practice physical distancing. Yesterday, our operations department painted hearts in the Community Park to indicate the correct distance you need to keep between each other when having a heart-to-heart talk.


    What is physical distancing?

    Physical distancing is a way that we can slow the spread of COVID-19 by limiting close contact with others. Even though not sick, we must keep at least two metres, six feet or two arms lengths away from one another when outside our homes.

    How can I practice physical distancing?

    • Limit activities outside your home and avoid contact with others
    • Use virtual options to connect with others
    • If you are out in public, keep at least two metres between yourself and others
    • Keep your hands at your side when possible
    • Stay home when sick

    COVID-19 Update for Parksville-Qualicum Beach


    The emergency programs for the City of Parksville and Town of Qualicum Beach work in unison to provide large-scale emergency support and disaster service to residents of our region. The EMO partnership provides a cooperative and effective approach to managing emergencies in our region and as such has activated a Level 1 Emergency Operations Centre to ensure the best possible response to COVID-19. Most of the COVID-19 related information from Qualicum Beach and Parksville going forward will come from EMO on behalf of both municipalities.

    Scam warning - should you receive a phone call, email or text message about COVID-19 do not share personal information. RCMP are warning the public there are many scams circulating which appear to come from the government or health authority. Links may read as “Canada relief fund” or COVID-19 “emergency relief fund.” Protect yourself by deleting the message immediately.

    RDN Transit - the Regional District of Nanaimo transit authority has advised large buses will replace the smaller transit buses to allow for physical distance for everyone, including drivers. As well, you use the rear door of the bus.

    Keeping in Touch - Oceanside Community Safety provides the KIT program in our region, designed to assist seniors who may be concerned about living alone, possibly with medical issues or recovering from a hospital stay. Volunteers will call KIT clients each day between 9 and 10 am to check in and ensure they are OK. If no answer after two tries, a system determines if help is needed. There is no fee for this service and new clients are welcome. Email kit@oceansidecsv.org or call 250 752-2949 (Qualicum Beach) or 250 954-2223 (Parksville) to register.

    QUALICUM BEACH UPDATE:
    Due to COVID-19, the washrooms at the Leigh House and on Veteran’s Way are now closed until further notice. Public Washrooms will remain open on the waterfront (Highway 19A) from 7am to 7pm with signage asking user to respect physical distancing and personal hygiene necessary to prevent the spread of COVID-19. As well, Rotary Welch Park is closed and those with bookings will be contacted to receive deposit refunds.

    PARKSVILLE UPDATE:
    Public washrooms will remain open in Foster Park, Parksville Community Park and Springwood Park. Washrooms will have limited hours of 7.30 am to dusk with signage asking users to respect physical distancing and personal hygiene necessary to prevent the spread of COVID-19.

    HEALTH REMINDERS:

    What is physical distancing?
    Physical distancing is a way we can slow the spread of COVID-19 by limiting close contact with others. Even though we are not sick, we should keep at least two metres (six feet) or two arms lengths away from one another when outside our homes.

    • Cough into your elbow, sleeve or tissue

    How is COVID-19 spread?
    COVID-19 is spread from an infected person through droplets spread when a person coughs or sneezes. It can be spread by touch if a person has used their hands to cover their mouth or nose when they cough or sneeze. Touching an object or surface with the virus on it, then touching your mouth, nose or eyes before washing your hands.

    What are the symptoms and what should I do if I think I have COVID-19?
    If you have symptoms such as fever, cough, sore throat or sneezing, avoid contact with others and self-isolate at home for at least ten days. While at home, drink lots of water and get plenty of rest. After ten days, if your temperature is normal and you feel better, return to your routine activities. Coughing may persist for several weeks, so a cough alone does not mean you need to continue to self-isolate for more than ten days. If your symptoms worsen, for example you have mild shortness of breath, contact your health care provider or HealthLinkBC (8-1-1) at any time. If you are going to visit your health care provider, call them ahead of time so they can arrange for you to be assessed safely. Wear a mask in order to protect others.     COVID-19 APP
    The BC Ministry of health released an app for information and alerts on the pandemic. The free BC COVID-19 Support app includes a self-check tool, lists of recommendations and statistics from the government, guides on handwashing and social/physical distancing and basic info about COVID-19.     The BC Government has expanded its 2-1-1 phone line to assist seniors at home during the pandemic. Safe Seniors, Strong Communities is a program which matches seniors who need support with non-medical essentials to volunteers in their community willing to help. Call 2-1-1 or visit www.bc211.ca.

    Message from Mayor Mayne to Parksville Residents

    This message is an update for Parksville residents about the COVID 19 pandemic. Council is aware we are in a provincial state of emergency and the next few weeks are critical in terms of the impact this pandemic has on our community.

    I am hearing from many citizens in Parkville and Oceanside who have ongoing concerns about the spread of COVID 19 in our communities. People are worried about their health, the health of their loved ones and in so many cases, also concerned about their jobs or businesses. We share your concerns. COVID 19 is the biggest challenge Canadians have faced since the World War II. With war, the impacts are far reaching but the challenges may not be felt so strongly in our homes. This pandemic has brought the fight to our doors.

    We are working closely with Qualicum Beach to provide a coordinated response to COVID-19 and working closely with several provincial agencies to ensure we do everything at the local level to comply with and support senior governments’ response.

    Every Canadian city is experiencing the same anxiety and fear about this deadly virus and the only way to come through this together is by physically staying apart. I realize this is a monumental change in your daily routines but there are no options. We are in a state of emergency and it is crucial everyone follow the orders and obey the law. Parksville Council is actively promoting compliance with the orders to maintain physical distance and City staff will increase patrols in public spaces as well as monitor business activity to ensure people are strictly following the rules. I sincerely hope that by now everyone understands these orders are not voluntary.

    Many of our neighbours and friends in the Oceanside region are at high risk for serious complications from this disease, including death. With our demographics, we need to be extremely vigilant to protect our community and reduce the risks of contracting COVID 19. To combat the spread of this disease we must limit contact with people outside your household; minimize the visits made to stores for only essential supplies; stay a minimum of six feet or two metres from anyone when outdoors or in a grocery store. You are not permitted to leave your home for any reason if you are sick or if you have recently returned from outside of Canada. Wash your hands frequently, sneeze into a tissue or your elbow. Sanitize high touch areas regularly. Everyone knows what they must do but if you need a reminder, the City’s website provides information and resources, all in one place.

    The City was forced to close playgrounds last week because it was obvious people were not following physical distancing. It then became necessary to close fields, racquet courts, skateboard park and off-leash dog park because people continued to breach orders and not take the distance requirements seriously. Failing to follow the orders will force Council to take further measures such as the closure of parking areas or the closure of parks entirely. We hope this will not be necessary; however, if we need to take more drastic measures to save lives; we will do so.

    It is my wish to be able to say at the end of this pandemic that there were no deaths in Parksville and with relatively few cases, simply because we followed government orders. I’m optimistic these extreme measures we are now taking and continue to follow, will increase our success in fighting this pandemic. This will not last forever and it is a small price to pay to stay at home and reduce your physical contact with others. This does not have to mean you need to lose social connections with your friends and loved ones. We are very lucky to have many technological options to maintain communications with one another. Continue to support each other while practicing the physical separation rules.

    Closure of Park Facilities within City of Parksville

    Further to our release on March 20 that advised the closure of all playgrounds in the City of Parksville, the following facilities will be closed until further notice. These closures are intended to protect our residents and encourage physical distancing in our community:

    • Community Park tennis/pickleball courts
    • Community Park lacrosse box
    • Community Park skateboard park
    • Springwood tennis courts
    • Springwood off-leash dog park

    All public parks within the City of Parksville will remain open, as will the public washrooms in the Community Park, Springwood Park and Foster Park. Bylaw officers along with other City staff will be reminding park users about the closures and where necessary will be encouraging folk to keep physical distance to help prevent the spread of COVID-19.

    REMINDER TO RESIDENTS:

    • Maintain physical/social distancing by staying at least two metres from others.
    • Stay home and avoid non-essential gatherings.
    • Follow proper hygiene as directed by local health authorities – often and thorough handwashing and cover your nose and mouth when coughing or sneezing.
    • Stay informed – please watch the City’s website and social media channels for updates. Please continue to monitor the websites of BC Centre for Disease Control, Island Health and Public Health Agency of Canada.

    Closure of All Parksville Playgrounds

    Effective immediately and until further notice, all playgrounds in the City of Parksville are now closed to use by the public. This decision was made by the City to help stop the spread of COVID-19, protect our residents and encourage social distancing in our community.


    Dr Bonnie Henry issued clear directives that parents should not be taking their children to playgrounds, as health officials continue to emphasize the importance of social distancing to curb the spread of COVID-19. This statement was made last evening by Dr Henry:

    "If there is a group of kids all mingling together on a playground that's not what we need right now. We need it to be in a controlled environment. Parents should not be letting children go and have playdates and go to playgrounds with other groups of children, because we know that they can transmit this virus and then they bring it home to you and they bring it home to your family."

    We wish the public to know this decision was not made lightly as we know children want to get out and play; however, please consider creating other family outdoor adventures which keep you safe and which will limit exposure to the virus.

    Appropriate signage will be posted at playgrounds as soon as possible.

    COVID-19 Update from City of Parksville

    We wish to assure our residents the City of Parksville continues to respond to the guidance and direction of the provincial and federal governments as it relates to COVID-19; this determines what actions are appropriate for our municipal government.

    The medical health officer for Central Vancouver Island advised we should assume COVID-19 is now present in our region and knowing with some certainty that infections do exist in our community, we continue to be concerned for the well-being of our residents. We are constantly monitoring changing conditions, responding quickly to raise the level of safety and keep our residents informed as best we can.     It has been said, we should go about our daily lives as if we have the virus; thinking this way has the potential to significantly affect for the better, how we interact with our environment and with others.

Do not hoard supplies; the province has assured everyone supply chains are at a healthy level and there are sufficient goods as needed.     COVID-19 Update from City of Parksville

    We recognize there is a tremendous amount of information about COVID-19, including communications from the City of Parksville. To help prevent the spread of the virus and protect the health and wellbeing of our residents and staff, here’s what we are doing:

    · Closely monitoring direction provided by local, provincial and federal health authorities. The City will take immediate action as directed by these agencies.

    · Closing City offices and facilities to the public until further notice. City services continue to operate to support the community and maintain our core services such as water, sewer and fire.

    · Cancelling or postponing City meetings and the closure of Council meetings to attendance by the public. Council meetings may be viewed through webcasting, either live or archived.

    · Emergency program coordinators from Parksville and Qualicum Beach are working together and a Level 1 emergency operations centre has been activated.

    · The City has identified essential functions and the people who perform them and are poised to make changes to operations should it be necessary.

    · Keeping the public informed. Information is communicated directly to community groups, organizations, the media as well as through the City’s website and social media channels.     · Continue to practice safe social distancing and avoid all group gatherings. Please continue to be vigilant in reducing the risk and spread of COVID-19 - when coughing or sneezing, use a tissue or the sleeve of a shirt or jacket to cover the spread of droplets and most importantly, wash your hands multiple times a day.

    · Hoarding is hurting more than it is helping. The province has assured everyone there are sufficient supplies and the supply chain is healthy.
