  • Amended 2022 -2026 Financial Plan Consideration

    Parksville Council will discuss proposed amendments to the 2022-2026 Financial Plan at the regular Council meeting on Monday, December 5 at 6 pm.

    The Council meeting may be viewed online through webstreaming from the City’s website and the meeting video will be archived as well. The public is welcome to attend the meeting. An open question period begins at 5.45 pm. If interested in asking a question, a signup sheet will be available at the meeting. Public input is an important part of the financial planning process. Comments may be submitted by email to council@parksville.ca and will form part of the public record. To be included in the meeting, comments must be received by noon on December 5.

    For information, the City’s financial plans are available to view on the website. At the December 5 presentation, staff will outline proposed changes to the current financial plan.

    The City’s financial planning process for the 2023-2027 five-year financial plan will begin in early 2023 and the public will be notified of the meeting schedule.

  • City Delivers Balanced Budget for 2022

    Property tax notices mailed at the end of May, reflect property taxes being collected to fund the operations, capital acquisitions and other City services in the 2022-2026 financial plan bylaw formally adopted by Council earlier this month. This plan sets out the financial requirements which enable City departments to carry out approved projects in 2022. The City’s 2022 budget delivers a balanced budget for the financial year and established the 2022 property tax increase. Council set the overall property tax increase at 3.5% for all classes except Class 5 Light Industry which was set at an increase of 20% to bring this rate in line with the business property class rate in this sixth and final year of the equalization of those rates. Of the 3.5% increase for 2022, Council directed .5% be set aside into a capital reserve for future capital replacements, which equates to a contribution of $154,000. This rate remains unchanged from 2021.

    The property tax rate will increase the municipal portion of the property taxes by about $53 from 2021 for the average priced residential property. For the average residential property, the Regional District of Nanaimo’s wastewater charge will increase by about $30, and the Regional Hospital District tax will increase by about $100. The Regional District of Nanaimo’s taxes will decrease by $27, and the School District 69 tax will increase by about $36.

    The due date for property taxes is Monday, July 4, 2022, with penalties as follows:

    • Regardless of your payment method, payment must be received at the City of Parksville by the due date of July 4, 2022, or be subject to an immediate 2% penalty.
    • An additional 8% penalty will be applied to current year property taxes outstanding on the first business day after September 14.
    • Penalties are also applied to any unclaimed homeowner grants.

    The general, water and sewer fund financial plans include capital expenditures of approximately $14.1 million. Major capital projects in 2022 include completion of upgrades to Memorial and Hirst Avenues, grant-funded upgrades to the Parksville Community Centre for 91 daycare spaces, a new fire rescue truck, two dump trucks, and the Parksville Outdoor Theatre and gathering space, accessibility improvements and washrooms in the Parksville Community Park, as well as minor capital projects.

    Council actively sought input from the community by hosting three public meetings in March and inviting feedback through an online survey and correspondence.

  • Parksville Council Sets 2022 Tax and Utility Rate Increases

    City of Parksville open Council meetings to discuss the 2022-2026 financial plan have now concluded. Council actively sought input from the community by hosting three public meetings in March and inviting feedback through an online survey and correspondence.

    Each year, the City creates a five-year financial plan which outlines how resources will be allocated to achieve Council’s identified strategic goals in a fiscally responsible manner. Parksville Council sets the rates for property tax and water and sewer services during the annual financial planning process.

    At the third meeting on March 30, Council passed the following motions:

    1. THAT staff be directed to prepare the Five-Year Financial Plan and Tax Rate Bylaws maintaining the 3% increase in property taxes plus a 0.5% increase for contribution the capital reserve fund, and including the spending packages outlined in Attachment No. 1, dated March 30, 2022, and presented to Council.
    2. THAT staff be directed to prepare the Five-Year Water Fund Financial Plan Bylaw and Water Utility Rates Bylaws with a 3% increase and including the water related spending packages outlined in Attachment No. 1, dated March 30, 2022, and presented to Council.
    3. THAT staff be directed to prepare the Five-Year Sewer Fund Financial Plan Bylaw and Sewer Utility Rates Bylaws with a 3% increase and including the sewer related spending packages outlined in Attachment No. 1, dated March 30, 2022, and presented to Council.

    The 2022-2026 financial plan and tax rates bylaws will be considered by Council at the April 20 meeting. Property tax notices will be mailed to residents and businesses in May.

    City of Parksville open budget deliberation meetings to discuss the 2022-2026 financial plan are scheduled in the Forum, Parksville Civic and Technology Centre as follows:

    Wednesday, March 23 at 6 pm
    Wednesday, March 30 at 6 pm
    Wednesday, April 13 at 6 pm
    Monday, April 25 at 6 pm (if required)

    Public input into the budget is an important part of the financial planning process. Here are the ways residents may engage in the budget process:

    • Attend the meetings in person. Masks are mandatory while in the building and please stay home if sick or feeling unwell.
    • Submit comments by email to council@parksville.ca.
    • For comments to be considered by Council during the meetings, should be received by 4 pm on these days prior to the scheduled meeting - March 22, March 29, April 12 and April 22.
    • Budget deliberation meetings may be viewed live through webstreaming from the City’s website.
    • Comments, questions and ideas may be posted to the City’s online engagement site, Let’s Talk Parksville.

    Please note, all comments received by the City about budget deliberations will form part of the public record.

    City of Parksville open budget deliberation meetings to discuss the 2022-2026 financial plan are scheduled for March. Due to the COVID-19 pandemic, at this time, attendance by the public is limited to forty. Meetings are scheduled as follows:

    • Wednesday, March 2 at 1 pm
    • Wednesday, March 23 at 6 pm
    • Wednesday, March 30 at 6 pm


    Public input into the budget is an important part of the financial planning process. Here are the ways residents may engage in the budget process:

    • Submit comments by email to council@parksville.ca.
    • Comments to be considered by Council during the meetings, emailed comments should be received by 4 pm on the day before the meeting (March 1, March 22 and March 29).
    • Budget deliberation meetings may be viewed live through webstreaming from the City’s website and archived for viewing at another time.
    • Comments, questions and ideas may be posted to the City’s online engagement site, Let’s Talk Parksville.
    • Participate in our online survey. Results will assist Council to better understand where funds should be spent in 2022. Survey is open until February 28 and may be accessed from the City’s website.

    Public input is an important part of the financial planning process and Council wishes to receive input from residents and businesses prior to Council budget deliberation meetings in March. This input will help to inform the City of Parksville’s 2022 municipal budget and 2022-2026 financial plan.

    The City’s annual budget is part of a five-year financial plan that sets out the services and initiatives for the next five years and how the City of Parksville will pay for them. The City strives to maintain quality programs and services for our residents and keep taxes affordable for businesses and homeowners.

    ONLINE SURVEY
    In 2019, Council identified their five strategic plan priority areas as housing, recreation, healthcare, economic development and community safety. We are once again asking residents to complete a short online survey to assist Council to better understand where residents would prioritize monies to be spent in 2022. The survey, available online until February 28, may be accessed from the City’s website and from this link. As well, paper copies of the survey are available from City Hall.

    PUBLIC BUDGET MEETINGS
    Council meetings to discuss the budget will be held in March. Because in-person attendance at Council meetings in the Forum is limited, we will provide a variety of options for the public to be involved.

  • Understanding Your BC Property Assessment Notice

    Parksville property owners will soon receive their 2022 assessment notices from the BC Assessment Authority. Property assessments are announced on an annual basis with 2022 assessments based on market values at July 1, 2021. The average increase in property values for your class of property is shown on your assessment notice.

    We encourage property owners to visit BC Assessment Authority to search your property, compare assessments and review recent sales of nearby properties to see if your assessment is reasonable. The deadline to appeal your 2022 assessment (through BC Assessment) is January 31, 2022. Should you have questions about your assessment, contact BC Assessment at 1 866 825-8322 (Monday to Friday, 8.30 am to 5 pm.)

    It is important to understand changes in property assessments do not automatically translate into a similar change in property taxes. If your assessment percentage increase is the same as the average residential increase for the City of Parksville, then the City’s portion of your property taxes will likely rise by only the amount of the tax increase set by Council following budget deliberation meetings in the spring.

    For the City of Parksville, the 2021 typical assessed value (on July 1, 2020), of a single-family residential property was $505,000. The 2022 typical assessed value (on July 1, 2021) is $677,000, an increase of 34%.

    The Province of BC home owner grant for 2022 for northern or rural areas (outside Metro Vancouver, Fraser Valley and Capital Regional districts) is as follows:

    • Up to $770 for the basic homeowner grant.
    • Up to $1,045 where the homeowner is 65 years or older or the homeowner is a person with a disability.

    In May, after receiving their municipal property tax notice, residents should apply online for the home owner grant on the BC Government website. Homeowners with more complex situations can get help by phone at 1 800 663-7867 or from a ServiceBC Centre. Assessment roll and jurisdiction numbers are needed to apply. Homeowners may also be eligible for property tax deferment if 55 or older or financially supporting a dependent child.
